Affirmative Action Plans (AAP)
Written affirmative action plans are required for non-construction employers with 50 or more employees doing business with the federal government, either directly or indirectly.
The affirmative action obligations are set forth in three major laws:
- Executive Order 11246
- Section 503 of the Rehabilitation Act of 1973
- Vietnam Veterans Readjustment Assistance Act of 1974
The U.S. Department of Labor, Office of Federal Contract Compliance Programs (OFCCP) enforces compliance. Noncompliance sanctions include contract cancellation and debarment from performing government work.
